When is a face not a face?

I was trying to put a hole feature onto the highlighted face but it wouldn't accept the face.
I managed to work around it by offsetting a plane from the other side.
The image below shows that the face has been selected but a plane cannot be inserted.

I have tried a full reboot but no change.

Here is the file in question.

That face seems to be not quite planar (or at least not recognised as planar) - if I add a horizontal constraint to the line that defines it in the sketch profile for the revolution, the hole tool then behaves correctly on that face.
